Yes, I insulated mine and fitted a 50W heater element run via a cheap 12v programable controller. I put the sensing thermometer in the tank not the reading air temperature.
I did some tests last year, I set the heater set point to 3 deg C and kept the operating band low to preserve the battery.
Remember that a full tank will retain heat longer so it’s an advantage if the daytime ambient temperature is above freezing.
You can also get heat mats that glue onto water tanks specifically for van tanks.
I didn’t go down this route as I wanted to apply heat to the water not the tank skin and surrounding air as it’s not very efficient.
