As with most things, it's the up front cost. Like with vehicles, it's generally cheaper to stick with what you have than spend the money on a newer, more efficient one.

Interesting video from a guy who understands economics. It relates to our electricity prices and the gas situation rather than oil/fuel for cars or domestic heating. Of course, gas is also going up at the moment as well, and despite gas only making up 26% of our electricity generation last year, with 60% from renewables and 13% from nuclear, we all pay for electricity based on the gas generation price - which is the dearest (wind is the cheapest and accounted for almost 30% last year).
Just need to implement a 3-day week and we're back in the '70s.
Lots of good stuff about the '70s and lots of shit stuff too, but being a small child back then, I view them as halcyon days.
EDIT: Just to clarify, I was a small child at the start of the '70s - not so much at the end.

Presume your parents were stationed there? An ex colleague of mine is a Cypriot and was a child at the time - his account of the sectarian violence that preceded the invasion and the invasion itself are truly shocking.
A litre of heating oil contains around 9kw of power, so dividing the cost/litre by 9 gives you an equivalent cost/kWh. What you have to bear in mind is efficiency. A modern condensing boiler is around 95% efficient, but then you have losses between boiler and hot water tank. Electricity (immersion heater) is 100% efficient or as near as makes no difference. And all the energy goes straight into the water, so no losses.
At 7.5p/kWh, you’re definitely on a winner.

I do laugh at some in the comments section of the local rag - any article to do with new housing and they’re shouting “what about schools, shops, doctors surgeries?!” (a perfect description of the fifteen minute city idea) as if no planner ever considered these things.
Any article on cycle lanes and they’re all “we don’t want a fifteen minute city! Vote these muppets out!”. (As you say - choice… cycling is a valid transportation choice for many people, including drivers).
Literally no common sense.
Must be the tin foil leaching into their skulls and playing havoc.
