Roundabouts abroad

Why don't the locals use them properly? Apart from not indicating, everyone seems to go right around the outside regardless of which exit they are taking.

We're in Lanzarote right now, and today I saw the Police and even a learner with a proper instructor going all the way round the outside.
 
It’s a curious thing indeed.
Mind you, over here the straight-lining on roundabouts is getting out of hand. I get it if there is nobody else around but to cut people up or almost run into the back of a car in front just to save a bit of steering effort- people that weak willed/weak wristed shouldn’t be mixing with the rest of us.
 
I've noticed the exits on french roundabouts seem sharper. Definitely mounted a few kerbs .....
