Yes it misses the mandatory sharp spikes.
And who told you that pedestrians and moreso electro-scooterians are van-friedly?
On a serius note, the bananasize-regulators in EU are thinking to extend MOT checks to such devices like ACC, so, since bad ideas propagate fast, you could get in trounble in the future if you deactivate it.

Perfectly legal over here if e marked to prove compliance with eu safety standards GOV Linky. Quite a few available out there that do miss the sensor, and I reckon a whole lot easier to sell yours and buy a new one rather than faff around coding stuff out that’s useful. Like this one
