ok I'm one step closer after today 
today I disconnected Fuel pressure regulator and connected 9V battery to it direct and CORRECT fuel pressure was showing at last
still no start but I'm getting closer
is there any way to reset ECU to factory setting ? ( battery terminals done without effect )
is it possible there is glitch in ECU ?
ECU was send for testing and come back all good
mystery continue

So, have you verified voltage at the regulator now from the vehicle SB12 fuse? I wonder if the ECU needs to "see" the supply from the regulator as well as providing the -ve side of the feed. I don't know how they program these, but some machines I have worked on in the past worked like this.

good news !! this morning engine started
I sent ECU back to testing people, told them there is no voltage from ECU to Fuel pressure regulator and they find the problem and they fixed under warranty
I'm not finished yet code 24840 P1007 torque difference cylinder 4 ( hoping is just locked injector )
I will make that van RUN one day
