I've ordered and received stickers from the Berilin council source a number of times over the years and have just done so for my current vehicle.

ok but i was specifically asking if the link to the Berlin.de site was vaild for use throuought Germany, I've spent over an hour looking at this and everywhere else is asking for nearly 20 euros so couldnt understand why they only want 9 euros.

I believe you only need one, then it's valid throughout Germany.

I got one for free at a Dekra station as the bloke said for a fiver, it wasn't worth filling out the paperwork
The others I've bought from the Berlin site as they are the cheapest. I've changed cars AGAIN so I need to apply for another.
 
I was in Munich in December, and totally forgot about this - and I used to live there!
Though in Munich the zone is (was) restricted to only the very centre, and is only active on rare, low air quality days. While I lived there (until 2012), I don’t remember it ever being active.
Still, for the price, better to get one and be sure - especially if you intend to drive into a city.
