If I were you I'd build a "wheel shed" in the garden, sell it to your wife as a potting shed but only you will know its real purpose. That way you'll be able to keep a stock of different wheels and tyre set ups for every time the wind changes direction.

I think two maybe three stacks of wheels with a piece of board across them would be ideal height for a potting bench
