What makes one alloy wheel more expensive than another?

I currently have Standard 16inch alloys and looking to upgrade to 18s or 19s on a red Kombi, but why are some sets £1000 and others £3000

any suggestions for a Replacement wheels for a cherry red Kombi would be welcome to.
 
Amount of work required to obtain a particular finish
Cost of labour in country of origin
Cost to get TUV approval
Number made
etc etc
 
Some Vossen wheels are over £7k for a set!
Nice, and available in two-tone for a bit more from a choice of colours, but with so many other wheels available for under £1.5k who could justify buying some for a van, camper or otherwise?
