You’re remembering “It’s Time to Laugh”.

That was a short Granada Television children’s filler programme from the early 1960s, typically around 10 minutes, built around cartoons and a song, and hosted by Wally Whyton. The theme lyrics you quoted match it exactly.

• Broadcast in Granada region (North of England)
• Very short format (often used to pad schedules)
• Cartoons (including Hanna-Barbera characters like Snagglepuss)
• Wally Whyton introducing segments and singing the theme
• Not fully networked — primarily regional, though clips/cartoon packages sometimes appeared elsewhere

Brian Inglis did occasionally appear in continuity/introduction roles for Granada at that time.
