Rusty welds on passenger seat frame when you look under the seat pad..

Got my new van Friday just gone.. looked under the passenger seat pad, and there is slight surface rust spots on the frame welds
Anyone else seen that? I know nothing about welding.. but surely the paint goes on over clean dry metal?
Or am I being fernikkrty?

Hi..if it’s like the Photo….I did the I’ve got Rust….straight to the dealer…answer..Not rust….My van is almost 3. The seat frame has not changed….It’s something you don't expect to find…But to VW it’s a van…. Albeit Expensive..
