Rear Kombi Panels Lower Corners

Why would my rear panels in a 2019 Kombi have the lower corners of the panels missing as in the photos?

I can make some to replace but just curious why they aren't full panels covering the whole section on each side. They've been like this since I got the van. I covered the other part of the panel but going to replace with full panels. Is there a part number for the missing pieces?

The slam vents are in those corners (behind the rear corners of the bumper) so I expect it's to allow sufficient airflow. Mine are the same.

That makes sense. My doors still don't shut though since I added the extra rubbers. :) And these holes allow road noise in even though I've soundproof in behind the panels.
So I think I'll be maybe drilling some holes in a larger panel further up from the slam vents.
 
I've made full length panels for ours with holes in to help things ....still quite awkward to shut the doors unless you've got a window cracked .
