Rear bumper needs clipping back in

The rear bumper has been staring to annoy me now and I’d like to fix it. I can see a previous repair with a self tapper coming from underneath. Anyone had this issue. Is it the whole bumper off. Can it be fixed if the clips are damaged etc.

Just bumping this back up and wondering if some sort of plastic weld would help fix this. Or do I replace the bumper, which seems weird for just a small tab being damaged.

No, I've been looking around for a replacement still
