Shuttles are classed as a car (M1) rather than a commercial (N1) so for road fund licence (car tax) they will incur the new vehicle premium - some of the 2-4 years old vans I was looking at were nearly £600 a year in road tax.
Also consider 8 seats or less, as 9 seaters can also be difficult to insure privately - however if you are insuring it as a hackney carriage/for hire and reward/taxi then this might not matter.
