Air con - should revs remain or increase?

Can anyone answer a question I’ve got, when the Air con is on should the van rev higher on tick over.

Yes - but only when demand of cooling is high.

E.g. incoming air is hot, cabin is hot, A/C is turned to max cooling. Can be seen on hot day (+25C and above) at engine startup - runs at higher tick over until cabin temperature is approaching set temperature - thus A/C doesn't need to run at high cooling any more. Our A/C is not a simple on or off device - the output is variable - can be also zero cooling even though A/C light is on. (cool day). Does this make sense?
