Two stage accelerator peddle?

Hi all, just want to ask if the T6.1 comes with a two stage accelerator peddle, even when NOT using the speed limiter function?
so when you press the peddle, after about 3/4 way down feel a restriction, then have to put bit more force to press it further.
is this a faulty peddle or is this how it is meant to be. ( just to clarify no carpets sticking underneath)
