Sometimes it is useful to have the DRLs OFF when you are stationary, with the handbrake pulled, but engine or dashboard are ON.
In a winter in a very cold night, when you are waiting with the motor ON, or other similar situations. Personally I find it useful when you "play" with your OBD tool , your Dashobord is ON , and you do not want to run your battery flat.
In VCDS it is a documented thing, in OBDeleven, as usual, it is a little difficult to find it, so here we go:

Control Units-> 09 Central Electrics-> Adaptation -> Außenlicht_front
(the menu is rather down towards the end of the list).
Then change the item circled in blue in the following picture:

Disclaimer:
Possibly this setting will make your car non-compliant with some road code !
But I think it follows the "spirit"of the law: There are no day "running"lights if you are stationary. Sidelights/parklights would be more appropriate, in case of need.
