Revs limited when in neutral

Hi all,
It's been quite a while since I posted on here and I've still got my old 17 plate 150 kombi, it doesn't go out much and as only got 14k on the clock, so the question I have is, when I revved her up earlier, the revs only go to 2.5k is this normal?? Or am I going to get a nasty shock!!!
Sorry if I'm asking an age old question..

Normal for a cold engine.
Max engine revolutions are limited then.
