Rear blackout windows (Metal panel removal)

Paid an established conversion company to fit rear nearside window and rear offside blackout window to my T6. On collecting the van I was surprised to find they had cut out the offside metal panel prior to fitting the blackout window. The workmanship was disappointingly poor with all cut metal left bare and additional work fitting swivel mechanisms was also poor, resulting in me employing a third party to rectify.
When questioned, they stated that the panel removal was standard practice. I have since spoken with other convertors who have commented on the poor workmanship and also that the panel removal was not only unnecessary, but also inadvisable. Can anyone please advise on any real justification for cutting out the panel when fitting a blackout.
 
To be honest I can't fully recall any detailed explanation other than it was standard practice. My initial concern on collecting was the swivels not functioning correctly, the mess they had made with the handbrake and the unfinished condition of the cut metal around the nearside window. The work was carried out just over 12 months ago and although it has eaten away at me a little, I put it down to experience " or lack of it ".
It's raised it's ahead again after making enquires regarding the fitting of a pop top. Not with the same company I hasten to add.

If i was a betting man I would say they forgot the glass was blackout not ordinary windows until they had cut one hole.
