New colour coded bumper question

Had this c/c bumper and sportline front spoiler fitted a few months ago and only just noticed the under side left has been rubbing on wheel looks like when at speed it may bend back as there’s a wear mark as pictures shows can anyone help?should there have been other parts fitted as there are holes in old black wheel lining and holes in new bumper?
Same on both sides but there’s a wear hole from tyre in pictured left side

That where the foglight support brackets go, those brackets join the underside of the bumper to the wheelarch liner and help stiffen it all

Ok my original black starline bumper didn’t have fog lights but there is some sort of a separate clip system behind main bumper, should this have been fitted behind the new c/c bumper ? The fog blanks have been installed into the colour code bumper but not anything else
