Could you make a "rope" from sound deadening material or something similar? Or wrap it around the end of a hosepipe sticky side out? That stuff is very sticky and might grip enough.

The cill is normally a closed box profile so I don’t think you have access to the trim tool.So looking at some videos of diesel tank removal would i be correct in thinking these grommets may go to where the tool is?

I’d wait until you drive it, if it makes a noise put something else down the pillar to keep it company, highly unlikely it going to make any noise at all.
