Horn Not Working

Hello All,
I have a 1996 Caravelle and the horn has stopped working.
I have checked the fuse; it's fine.
I can hear the relay clicking, so that appears fine.
I took the leads off the horns and tested them with a multimeter and got a reading of 16.8v when the horn is pressed.
Surely it should on be about 12v???
I have not yet tested the horns themselves but as there are two, it's probably unlikely that they have both stopped working at the same time unless they have both been frazzled by that 16.8volts.

Would anyone have the slightest idea what may be going on?

Engine running? What's the reading directly from the battery? Such a voltage would fry the battery. I would expect to see less than 14 Volts.

No the engine wasn't running but the ignition was on.
I will take a battery reading tomorrow and let you know.

I would suggest checking your multimeter or was it 16.8 mv not volts??

Good call. I checked it with a 9v battery and it read 13v so I changed the battery in the multimeter and it's now working fine. Thanks
The horn leads are now reading about 11.8v and I've tested the horns directly on the battery and neither work so I've ordered two new ones, hopefully that'll fix the issue. Bit strange though that both horns stopped working at the same time, don't you think?
 
Could it be that one of the horns had all ready packed up without you realising?
