Yes you can loosen the hinges and play around with the gaps. If it has come open when driving at any time you might have bent the hinges back. You can probably straighten them in a vice with some grips.

I have the same problem on mine, and I found a workaround.
The flap closes with a black pin that hangs into the door. You have just to make the pin thicker. I used a black nylon tie-wrap (coil ring), letting its head on the outside, for maximum effect. A rubber hose would be probably better. I did it one year ago and forgot about it.
Flood the hinge and spring contact areas with general oil while opening and closing it continuously, mine snaps back with conviction, it get oiled every time I wash or service it.
