Should there be a cap that covers the hole to the right of the fog light, it's the same on the other side

Yes thats how they all look, there is a plastic screw behind it that drives the adjustment mechanism to alter the angle of the light, not sure why it would ever need to be adjusted though ?

And why it cant have a colour coded removable cap over the hole!

probably just another hole VW failed to put a blank cap on, just like the tailgate slam panel trim!
