Fitting Front Splitter Problem.

I’m fitting my front splitter. However I can’t work out how to get to a place to fit 2 of the nuts/bolts. I can’t seem to remove the plastic panel with the 4 holes in to get the bolts into the splitter home nearest to it.
I’ve tried going in behind the wheel arch liner but that doesn’t seem to work. suggestions please.

I placed the nut on a ring spanner then pushed the spanner between the plastics until I located the bolt, very fiddly though.

Thanks, I managed to get one of these 2 fitted before rain stopped play. What a faff though. And it was full of stagnant smelly mud where I needed to put the nut
