Black rubber hose

Hello
Can anyone help me identify what this black bubbler hose is for please.
I’m in the process of moving and laying the wiring in my floor channels for swivel bases and this was just dangling in the space.

I’ve moved the battery to under the drivers seat.
Should I just extend this or can I move it over and drill a new hole for the vent?
