Can someone help me understand what's this and provide a part number?
I've broken one while driving in the snow...

Can't find them on any of the parts catalogues unless they are part of the wheel arch liner. There's usually a part number stamped on plastic bits.

If you are taking about the flap hanging down. I'm sure it's part of the bumper cage that holds the fog lamp. So would be a new cage, bumper off thingy.
