This is a common scenario re. Regulation, and not just with campervans. I have other pocket emptying hobbies apart from the van. Boating/diving/fishing to name a few. Here in the UK, if you want a boat, you go and buy a boat and off you go. No license/insurance/training required. Do that in any other European/USA country and you’ll be in bother. Same goes for sea fishing, buy a rod, go catch your tea. In Spain, you need a permit issued by the regional government that you’re in, if you move around, as in touring with a van and boat, you have to buy a license for each area that you visit. You also need insurance and proof of competence for skippering the boat. Diving is even more onerous, expect to be boarded by customs/navy/fisheries protection, have the boat searched etc. We are very, and I mean VERY un-regulated here in the UK, although things are starting to creep in.
