According to my manual, the spare wheel is held on by two bolts. Bolt 1 is the retainer which you just slightly undo and Bolt 2 has to be totally removed in order to lower the wheel carrier, photo of manual below:

Unfortunately, bolt 2 is fitted with this barbed top that just spins and won't allow the bolt to release fully. I think it's actually a retainer bolt that has been fitted by mistake. Photo below, I'm pointing at it with the red straw:

Has anyone had any success in removing this type of fixing from a bolt, or am I looking at trying to angle grind this off ? Both bolts tighten fine, got no threading issues. Any advice would be appreciated.
