Rear E Bike Cover

Has anyone got any suggestions for a robust cover for two large e mountain bikes on a VW rear bike rack.
Most of the ones on line seem to have dreadful reviews for being flimsy or too small

We have 2 bike parkas but the issue we have is they cover the bike, so ok on the ground, but they would need a hole cut in them to attach the bike rack arm to the crossbar.

Thanks for the suggestion I don’t really want to cut them about.
Ideally I want something reasonably robust that completely hides the bikes and that looks cheap so hopefully any would be thief comes to the conclusion that there is nothing worth stealing underneath

That is my problem - has anyone successfully fixed the support strut to a bike already on the rack which is covered? I guess you could pinch it into the strut if you had enough material??
