They look like aerials, We have very similar for our TV.
The bases look very rusty on yours and appear to be making your roof rusty .
I'd take them off and tidy everything up before it gets any worse .

I am not sure, there should be two at the rear, however the other on is missing, only the magnetic base is there. It is on a camper van we are looking to buy. The garage is selling it for someone, they do not know what it is
