Did you compare them with the ones that you took off? They could have mis-matched the disks and pads on packaging. ( Errors do happen!)
So now I'm thinking they are new pads.
And they just haven't bedded in yet?
So how many miles have you done with them?
Maybe off square from manufacturing?

As @Dellmassive says, could just need a few more miles to bed in properly. Not the first time I've seen this.
Have you got a pic of the pads fitted so we can see if they take up the whole footprint of the disc?

That’s not right! Going by the amount of rust (on newish discs!) I’d suggest the calipers are also corroded so not sliding properly. That would mean they are not closing evenly hence only touching properly at the furthest point from the slide pins. Going by the lip that is already forming on the inner edge it’s not as simple as a bedding in issue. I’d strip the calipers and grease the sliders or replace if needed. How come they are so rusted? Do you go to the seaside a lot?
For comparison, my new Nutexa Frictions discs (and pads) fitted 6 weeks ago and 2500 miles in (a few rust spots as not driven for 10 days) - even wear.
