Depends on your location, if you are near St Ives, Cambridgeshire, have a hunt out for e-bay listings from Needingworth Campers. They seem to have a regular sale of fresh dark trim double passenger seats plus base and seat belt. Auction bids start at 99p and there was one sold at this price recently. Cash and collection only so it may not suit everyone, but could favour you if you are local. Remember, you will need the extra 4 mounting studs, nuts and spacers to mount the double seat.
You’ll need four more holes in the floor mat and the associated bolts.
The double-seat vans also come with a wider airbag so as to cover both passengers, where the singles have a regular sized airbag.
Now I’m about to sell my double and drivers captain seat (replacing with two captains on swivels) so would be interested in swapping out your floor, at least.
Is it just holes in the floor mat I need, not the actual floor, I’m guessing then there is holes there already to bolt the seats into.
And you would be interested in swapping just the rubber floor as then the holes would be done for both..?

Yes, airbag swap is said to be do-able - the question is often asked so a search of the forum should pull up a thread or two about it.
You’d have to check for the holes - click this Google link to see where the holes fall - the single uses the two holes nearest the door and then the penultimate two, so you’ll be looking for holes in between your seat mounting points plus two more some 8 or 10 inches in the handbrake direction.
I currently have a double front seat in my dining room. It’s a dark grey fabric (Pandu fabric) complete with the base. As I’ve swapped it for a Captains single.

Just to warn you new airbags are over £1k from VW so a swap with someone going the other way or getting a section d hand one is you best bet
All airbags mount into the same rectangular recess in the underside of the dash and are held in with four bolts, I think (and it’s only think) you should be able to access the bolts when you remove the upper glovebox but not sure you would have enough room to get the airbag dropped out of the mount and free from the dash in situ ??

I don’t travel much tbh, and I’m a bit overwhelmed with all the other stuff I’d need to do to swap the seats....flooring...airbags...
And I’ve only just realised I have carpet in the front but as I got the comfort dash and you needed to get carpet too. So the rubber floor idea is out. I guess I’d just need the seat, base and extra bolts.
I think it would a bit. I did think about mounting the seat a bit further back but by the sound of it it that wouldn’t work. I think it would be ok for a child, it’s the airbags that are worrying me more.
