Basic Advice for a Novice - upgrade wheels

I believe that if a product satisfies TUV approval the that is quite a high minimum standard for the rest of us to perhaps aspire too for but more specifically for people and manufacturers in Germany to comply with . Many companies make products in Germany but they are requires to meet at least TUV standards which can be tough. Having talked to people over the years, the impressions that I have been left with is that the officialdom in Germany is exacting in safety it is very efficient, helpful and not something to be feared unless producing substandard goods.
 
So what I take from that is that whilst it might be nice to have TUV approved wheels, if they're not it doesn't necessarily mean they're no good, and ultimately doesn't really matter, since I have no intention of exporting my van to Germany.
Seems a bit like the "homologation" requirements for the Spanish ITV (MoT): I once exported a Landcruiser from the UK to Spain, and had to remove the towbar that had been fitted when it was originally registered in Germany, and which had satisfied UK MoT testers, because I couldn't prove that it was equivalent to the manufacturer's specification. Portugal is very similar, if it is imported it has to be as the manufacturer sold it I believe.
 
Digressing, I know, but funny story - the petrol engined version of the Landcruiser I had was never sold new in Spain, so the new Spanish registration document that I received stated it was a diesel - but that naughty towbar? It had to go! o_O
