Any Solicitors On Here?

I’m not a solicitor but I have gone through the POA process and a solicitor isn’t mandatory.
 
My missus did this for her dad. I believe it's £80 each for medical and financial doing it yourself, but the form's have to spot on or they send them back to start again.
Worth getting quotes from solicitors. Takes a while as well.

I need it to be set up for someone who would not agree for various reasons.

An LPA has to be signed by the person to whom it relates.

Ah, I was using it to set one up for my ageing mother with me controlling her affairs but she was happy with it so it wasn’t a problem.
I think your situation will be almost impossible as the person has, I believe, to be willing and able to agree - that’s what our solicitor said and he insisted he interviewed mum to ensure she was before he would do the forms.
Perhaps citizen advice could help?

We are going through similar with my father in law who has dimentia and is not of sound mind.

The course of action available is to go for deputyship through the court of protection, have been advised it take s a long time and often the person dies before it's sorted.

Hope you get somewhere with this.

I have no experience in this particular area, but believe you will need a court order and medical report, and you will definitely need a solicitor who knows what he's doing to help you with that.
