I don’t think varying tyrepressures according to the load distribution port and starboard is a good idea. I stick to the tyre sizes, load rating and pressures on the manufacturers spec’. Anything outside of these values may make you negligent in the event of an accident.

I occasionally get an alert after hitting a bump, I run 17” Cargo Vectors (commercial) at 58psi. From a previous puncture it takes a 20% pressure reduction to trigger the alert.
Try increasing the pressure to the high side of the band, the tyre will be stiffer. Are they van tyres?
The 69 on the tyre is not the recommended pressure.
Some say it is the maximum to be used when fitting on to the rim, I have seen others say it is an American thing, but everyone says it isn't a recommended pressure for actual usage.
I’d use the tyrepressures on the vehicle tag that you’ve posted. If you have an accident that the Police / Insurance Company deem to be down to incorrect tyrepressures you could be in deep do do.

Are you sure that the affected tyre hasn’t been run under pressure? Do you have TPMS set up?
You asked what tyrepressures others are using, what are you using?
Odd that only one of four are affected.
Unlikely that it’s a tyre defect, Hankook are not a new on the block manufacturer.
