Thats interesting. We always travel as a kombi and have to declare a bike rack, if we had one. Never been measured though and we travel around 10 times a year through the ET.

Not how I read it: You need to include the length of the bike rack in your overall length declared for the campervan, in which case then you do not need to declare it separately
