Looks like some sort of fan - probably home made as I've not seen anything like that before.
On my list of things to do over winter is sort a locking, cerbo gx relay controlled (so remote & temperature controllable) fan fitted to a vent in a sliding window.

Looking at various 12v fan installs and am beginning to feel unsure about the necessity of fan ventilation... Van usage sees us away for two or three nights at a time, using gas stove with potential to cook outside undercover of awning if needs be. Sliding bonded window on near side allows...
Mine is #8. Made as ‘prototype’ many moons ago and still used whenever we are parked up on holidays.
I've seen a guy on Facebook selling them. It's acrylic with a computer fan installed on a usb plug 5v dc

I'll stick with the reimo option, I want something I can leave on the van in rain and it being secure.
I'll hook up a big 200mm fan to it, they're basically silent but push a nice amount of air.
I'll then hook it up to my Cerbo GX so I can have it automated to come on if the inside temp reaches a certain temperature.

You could always put a 12v humidistat bathroom fan in, they usually clear around 184 m3 per hour
I'd want something that's suitable to use when sleeping too for when it's proper hot, I'm assuming they might be a bit loud.
I have one in my garden pub, think its 39db on loudest setting, mine has 2 toggle switches though for speeds
Cheers, I'll take a look - I know 200mm pc fans tend to be 25db or lower, some can be 18db.
