Redesigned water-pump

Hi all looking for a bit help. Just stripped timing belt of my van with engine code CXHA. The water pump I removed was just a simple pump. But the new one supplied has a sensor and small look fitted. Can this be fitted and simple left unplugged? It’s a SKF kit I have bought.

Its a bypass valve that some engines have to aid warm up.
 
When mine was fitted it was explained to me that the pump with the shroud was operated by the engine management system so that during start up the shroud stopped the pump from operating thus warming the engine quicker.
They also said it was a ‘pain’ and had been known to fail causing overheating and they preferred to fit a standard pump.
I guess the question is if the pump is fitted and the electrical connection not made will the shroud remain in the down position or is there a risk that it will move up causing the pump not to operate?
I’m afraid I don’t know the answer and hope others with more knowledge will be able to help.
