How do I use this seatbelt?

Am I being stupid? Where does the black piece click in to on my rear third row seats (shuttle) thanks

I don't own one of those, but it looks to me like the fixed end that should be bolted somewhere down between the seats in the second picture, behind the red receiver.

That end should be bolted in underneath the seat
Not sure how it’s ended up like that as it’s not supposed to be removable so would be a deliberate action to get it out

As Si and Pauly says, the metal ring should be bolted in. I've only got the double front and the seatberlt material its stitched into a loop on the metal ring but the priciple is the same. These pics might help:
