Do people fill the various unused holes in the tin work and just carpet over?

second question, I noticed when I placed the rear full night ply quarter panels in position, there are no holes for the fixings on the front of the panel up on the vertical edge. Should I fix an L bracket into the recess to fix to?

We just taped over the holes, then carpeted over that.

If I understand your second question, then yes you need to fabricate a bracket. A photo to clarify would help though.
