Crash tested Vs. none crash tested bed

In desperate need of a full width bed, I was told (by a fabrictor) I needed a crash tested bed to legally carry passengers, however I have had multiple people say they don’t need to be tested to legally carry passengers. Can anyone shine a light on this please. Would I still be insured to carry passengers on a nine tested rock and roll bed?
 
If an insurance company ‘loss adjuster’ can find a way out of making a payment in the case of personal injury they will use it.
 
For me, it had to be a crash tested RIB as I carry my kids in the back. I didn’t check the legality specifically.
