I understand all paints are now base coat and lacquer. SWMBO’s solid red Octavia OEM touch up has a bottle of clear lacquer.

Yes it does.
As a general rule, most car paints, the colours are applied evenly, but wouldn't give any depth of shine without the topcoat of lacquer. It's the lacquer that gives paint it's shine and protection.
