UHU POR used as a contact adhesive - thin film, let it dry, push it into place. Get it right first time though!
Must be POR, UHU make many types of glue. Its safe on paintwork unlike the old Toluene-based Evo-Snot.
Looks perished to me, if you repair it may simply rip again. Loctite 406 is best for rubber, used for splicing O rings / seals etc, pretty much Superglue.
It’s always worked for me and is supplied in Loctite O ring splicing kits.
I’ve used it to seal the end of 6mm nylon cord splice which is deployed in sea for 9 months at a time, no issues
