This is just my opinion but it's based off past experience of adblue woes!
Just put 5l in.
Now wait until your van does a regen (be that a day, week or whatever) then check to see if the adblue range and required fill level has changed.
It's better to underfill than overfill with this...

12% is roughly 1/8th. You'd certainly want better.
But of that 1/8th, how many are adblue issues? Not many. Of 153 current respondents only 2 had reported Adblue problems which required attention, thats about 1.5% of owners.

Hold on, I use M&S Adblue! Kemetyl, at M&S prices too! 4 litres last week at a miserly £17. I don't do enough miles to have ever put 10 litres in.... always registers first time without any delays in ignition on. 5500 miles range now, that'll do for over 6 months.

The regen heats up the underneath of the van enough to unblock or liquify the adblue in the pipes or nozzles during cold weather.

I have a problem with AdBlue.
My Caravelle T6 2016 has a 13 liters AdBlue tank.
The dashboard is showing a range of 450 Km left (before to block the start), but it's showing that I can refill a maximum of 8.25 liters.
